A Glimpse of the Department of Science and Technology, Government of West Bengal

Genesis/Location/Umbrella

  
Department of Science & Technology was constituted in 1988.

   Located at Bikash Bhavan, Bidhannagar since 1989.

   The Department was renamed as Department of Science & Technology and
     Non-Conventional Energy Sources in 1992 & again NES component is shifted to Power Deptt. from the year 2000-2001.

   The Department has a District Science & Technology Committee attached to each Zilla Parishad.

   Posts of District Science Advisor were created under each Zilla Parishad. But at present those posts are
     redesigned as Senior Scientific Officer & Senior Scientist and posted at Headquarter.

   An autonomous body West Bengal State Council of Science & Technology is working
       under the Department.

   Advanced Centre for Cryogenic Research also receives regular financial assistance from
       this department.

Objectives

  
Scientific Research and Development – to adopt measures for correcting imbalances.

   Transfer of technology from Laboratory to Industry.

   Transfer of technology from Laboratory to Rural Section.

   Promotion of Scientific Research in areas appropriate for fulfilment of socio-economic  needs of West
     Bengal.

   Formulating policy and guidelines relating to the use of Science & Technology in rural and urban areas
      through appropriate organisations.

   Formulating S & T plan for the state and updating of the plan.

   Popularisation of science to fight out superstitions and prejudices prevalent in the society.

   Promoting cultivation of Science & Technology in Bengali language.

   Using of Remote Sensing Technology in planning and development.

   Appropriate Planning for environment-friendly sitting of industries.

   Application of Science & Technology for the management of disability.

Activities of the Department of Science & Technology

  
Extension of financial support to Research and Development projects undertaken by
     Universities and Research Laboratories, College-level Research and Development Projects,
     School-level Science Survey and Research projects.

  Financial assistance to various organizations for Seminar, Workshop and Science       Popularisation programmes.

   Financial assistance to programmes on Awareness, Evaluation and Management
      of Disability.

   Establishment of Technology Demonstration Centres in districts.

   Schemes of West Bengal State Council of Science & Technology in the fields
       of environmentally suitable sitting of industries and extending significant input to
       forestry and agriculture in collaboration with different Central Government Organizations.

   State awards given each year on National Science Day during State Science & Technology Congress:
      (i) Gopal Chandra Bhattacharyya Smriti Puraskar to an individual for his/her contribution in the field
           of Science.
      (ii) Satyendra Puraskar to an author for writing best popular science Book in Bengali.
      (iii) Meghnad Puraskar to an NGO for the contribution in the field of science and its popuarisation.
      (iv) State Innovation Awards(SIA) - for unaided grass-root technological innovation without any
            professional qualification.

   Organising a Two-day State Science & Technology Congress in Bengali Language every year on
      National Science Day during 28th Feb-1st March.

   Implementation of Biotech Policy and providing scientific and technological support
      to setting up of Bio-village and Biotech Parks and Biotech-related research programmes.

   Implementation of schemes of different organizations/departments of State and Central     Governments with the help of Remote Sensing Technology.
